In the CPAN Report on 2021 I noted that there has been a steady decline in the number of new authors, releasing authors, and releases, year-on-year, for the last 8 years. In the conclusion, I noted one of the things that I thought would help is a "manual on how to become a good CPAN author". I wonder if we can use Hacktoberfest to get this started?

I've started a github repo CPAN-Authors-Guide. Pick a topic that you think CPAN authors need to know about, and then:

• fork my repo
• add a page for your topic
• link it into README.md
• submit a pull request
• do that four times and you get your Hacktoberfest t-shirt (make sure you sign up for Hacktoberfest first).

Don't sorry about what section your page should go in - I'll worry about that if and when I get enough contributions.
